Location: Yorkshire Region / Hybrid Working (2/3 days in the office / week)
Work type: Permanent. 37 hours per week, Monday – Friday.

The Asset Delivery Contracted Maintenance Team are a key part of how we plan to meet the changing expectations of customers and regulators.
The Asset Delivery Contracted Maintenance Team are responsible for overseeing several Statutory, Engineering and Maintenance contracts as well as inspections for the wider business. We work with the suppliers to ensure we drive best value and the correct solutions through the supply chain to deliver compliance. We aim to strengthen the collaboration and relationship between ourselves and our suppliers to ensure the timely and high-quality completion of the contracted inspections and defect rectifications.
Where you fit in:
As our Technical Specialist Team Leader – Asbestos you will:
- Act as Appointed Person for Asbestos management within Yorkshire Water (YW) as stipulated within Regulation 4 of the Control of Asbestos Regulations 2012. Responsible for ensuring YW complies with all areas of the Health and Safety guidance and the relevant parliamentary acts.
- This includes the provision of technical advice and guidance to all YW personnel and persons working on YW assets, ensuring all assets are included with a site-specific Asbestos Management Survey, the Asbestos reinspection programme is delivered efficiently, identified risks are managed and follow on works are prioritised accordingly.
- Provide leadership and management to a team of YWS Asbestos Inspectors to ensure compliance with the Control of Asbestos Regulations 2012.
- Own the specification for any Asbestos tender process bringing the best service and value to the business. Monitor the performance of the contractors against Key Performance Indicators (KPIs) which have been agreed and set within the contract specification. Provide representation for YW at contract review meetings, contractual dispute and resolution and commissioning handover meetings as ‘Contract Manager’ for the assurance of delivery against the contract specification.
- Ensure all work is managed in line with the principles of the Construction Design Management (CDM) Regulations 2015) undertaking the role of
- Principal Contractor where applicable, together with the financial projection and control of costs for each programme of work.
- Audit the work of the contractor through on-site technical audits and quality control audits of submitted documentation to ensure they meet legislative and business requirements.
What skills & qualifications you will need:
- Minimum 2 years’ relevant experience within Asbestos management.
- British Occupational Hygiene Society - W504 minimum qualification or equivalent, with relevant experience working in the field of Asbestos Surveying, Analytical (including abatement specifications) and Risk Management
- IOSH (Institute of Occupational Safety and Health) Managing Safely Qualification or equivalent.
- Experience in the preparation of Management Policies in line with associated HSG documentation
- Stakeholder engagement - Experience of liaising with the Health & Safety Executive and other external agencies. Ensure all personnel are aware of their roles and responsibilities for Asbestos management as HSG documentation.
You will also benefit from having:
- Excellent written and verbal communication skills – including the ability to communicate complex technical concepts into more readily understood information suitable for a wider business audience, able to influence people across multifunctional teams throughout the business.
- Experience in writing detailed technical specifications for contracted services.
- Has a thorough understanding and working knowledge of the CDM regulations and their practical application.
- Proven ability in auditing and quality checking of contracted activities to ensure compliance with the H&SAW act.
- Working knowledge and use of MS Project Manager or another recognised PM software to project manage multiple contracts and scopes of work.
- Able to demonstrate strong business planning, resource and budget management and ability to balance risk and value in all decisions.
