Location: Buttershaw, Bradford, hybrid working - 2 days a week in office. As part of the role, you will be required to travel to different Yorkshire Water locations, therefore a full valid UK driving licence is essential for the role with no more than 6 points.
Work type: Permanent. 37 hours per week, Monday - Friday

We are currently recruiting for a Senior Engineer Commissioning who will be accountable to the Engineering Design Manager and will be working across Asset Management – Programme Delivery.
The focus for the role over the next year will support the successful delivery of efficiencies and programme for AMP8 (£4.3bn programme)
The Senior Engineer Commissioning will set up and manage a programme of technical engineering support to ensure that commissioning of construction projects is carried out accurately, safely and in line with commissioning plans for the AMP8 capital programme. The Senior Commissioning Engineer will be responsible for working in conjunction with the Project Management teams to advise on the technical and engineering suitability and approval of commissioning activities delivered by Yorkshire Water (YW) Framework Partners. The role is to deliver proficient and efficient project engineering support to ensure that schemes and programmes of work are completed in line with approved designs, commissioning plans, Engineering Specification, legislation, relevant British and European Standards. The Senior Commissioning Engineer shall lead a team of project engineering professionals (Technical consultants) to support this need and will look for continuous improvement opportunities to enhance the efficiency of project commissioning.
Where you fit in:
As a Senior Engineer Commissioning, you will;
- Develop and manage the commissioning assurance programme of work and commissioning assurance team to ensure all projects are commissioned as planned and in a safe and reliable manner.
- Working in partnership with Asset Management, Strategic Planning Partner, Framework Partners and Programme Delivery teams to provide technical support.
- Supports Programme Delivery teams and Framework Partners to ensure the capital programme is delivered in line with the Business Plan, company policies and standards.
- Responsible for the development, review and monitoring of business processes for engineering commissioning assurance services.
- Responsible for developing a planned programme of activities for engineering commissioning assurance in support of the Capital Programme and in line with company procedures.
- As part of the Engineering Design team, contribute to identifying and initiating engineering commissioning solutions to deliver robust and affordable engineering solutions against a TOTEX and whole life cycle process whilst delivering efficiently and in support of the capital programme including attendance at ALMs, Hazard Studies, Commissioning planning meetings as required.
- Provides long term vision for the team to ensure that standards are effectively implemented.
- Determines continuous improvement needs and implements appropriate solutions.
- Attends necessary meetings with wider engineering team functions, programme delivery and partners to ensure alignment of goals, priorities and achievement of success
- Supports the wider engineering function in developing and implementing best practice techniques.
- Provides technical support in the field of personal engineering expertise to both emergent project issues and long-term improvements.
- Liaises with suppliers, technical planning and procurement personnel on workmanship, quality and specification of equipment and commissioning activities.
- Drive excellent standards and performance in health and safety, risk management and control of work and ensure compliance with the YW Safety Policy.
- Demonstrate relentless drive, energy and determination to deliver sustainable outperformance for YW that rigorously achieves against demanding competitive industry benchmarks.
- Ensure that robust financial management and commercial awareness form the foundation of all business decisions, aligning local activities with unit and company plans.
- Contribute to driving innovation and engineering excellence through the programme delivery team including leading partner forums and supply chain engagement.
What skills & qualifications you will need:
- Chartered Engineer or Incorporate Engineer with a relevant degree level or equivalent engineering or technically based qualification or equivalent experience.
- Significant, proven industry relevant engineering commissioning assurance experience in a high hazard plant environment, with COMAH and DSEAR regulated processes.
- Knowledge and application of Process Safety Management principles (e.g. HAZOP, LOPA, Inspection Standards (API, EEMUA), Pressure Relief Studies etc, and other risk identification studies.
- Experience in identifying practical/innovative solutions to ensure the risks from a process plant are As Low As Reasonably Practicable (ALARP) with the ability to apply cost-benefit analysis where appropriate.
- Experience of assuring the commissioning of engineering construction projects with a proven track record of driving sustainable performance against challenging business targets.
- Familiarity with operating projects in accordance with the CDM Regulations and internal business Control of Work policies and procedures. This includes ensuring the availability, isolation and access of plant and equipment (e.g. confined space entry, hot work etc).
- Experience in the application of a Management of Change (MoC) procedure in permanent and temporary changes to assets, plant and equipment.
- Proficient in the ability to understand, critique and practically discuss the relevant aspects of technical and process safety related investigations and documentation i.e. Engineering Risk Assessment/Safety Reviews, Functional Design Specifications, Process and Instrumentation Diagrams (P&IDs), Electrical/Loop drawings etc, as they relate to the delivery of the contract specification.
- Excellent written and verbal communication skills, including the ability to communicate complex technical concepts into more readily understood information suitable for a wider business audience, able to influence people across multifunctional teams throughout the business.
- Proven ability to engage with customers internally and externally, developing and maintaining strong positive business relationships in order to understand their needs and recognise opportunities.
- Demonstrate relentless drive, energy and determination to deliver sustainable outperformance for YW that rigorously achieves against demanding competitive industry benchmarks.
- Clearly demonstrates the Yorkshire Water company values and behaviours.
- Full valid EU driving licence
You will also benefit from having:
- Relevant industry experience of engineering inspections and UKAS Accreditation, or equivalent in accordance with ISO17020.
- Asset management experience within a large scale engineering or process related industry.
- Experience of technical contract management.
- Previous experience gained within the water or waste water sectors or within the broader utilities, process or manufacturing industry sectors.
- Experience of leading and embedding change, able to influence and drive right culture and behaviours.
- Previous experience of ISO55000/PAS 55 Quality Assurance Systems.
- Membership (or working towards) of a recognised Engineering Institution
