Location: Based at Leeds Valley Park. Hybrid working 

 

Work type: Permanent. 37 hours per week, typically 2 - 3 office / on-site days / week.

In AMP8 Asset Delivery PMO will support a multi-billion-pound programme of capital investment across YW’s clean and wastewater assets. The Capital Programme is bigger and more complex than ever and it’s an exciting time to be part of doing right by customers and the environment. 

 

The Quality and Assurance Manager will play a critical role in the successful delivery of the portfolio working with other key specialisms in the PMO and as a member of the PMO Senior Leadership Team.

 

The role establishes and maintains a robust Quality Management System (QMS), ensuring consistent application of delivery processes, effective governance controls, readiness assessments, project assurance reviews, and the capture of lessons learned across the capital programme lifecycle.

 

As a member of the PMO Senior Leadership Team, the Quality and Assurance Manager will shape and embed best practice, drive improvements in PMO maturity, and provide confidence to executive stakeholders that investments are being delivered in a controlled, compliant and auditable manner.

 

Where you fit in:

 

As our Quality and Assurance Manager for the Asset Capital Programme you will be pivotal in Quality Management System leadership, second line assurance, Governance and controls, and the PMO services which underpin the successful operation of the programme:

 

You will:

 

  • Own the Programme Delivery End to end lifecycle and continuously develop ‘The Asset Delivery Way’, establishing, maintaining and improving programme processes, procedures, standards and guidelines
  • Own and continuously develop the PMO Quality Management System, including monitoring compliance 
  • Lead the PMO's independent second-line assurance function across programmes and projects.
  • Develop and implement risk-based assurance plans covering governance, controls, delivery readiness and process compliance.
  • Lead the governance function supporting investment decision making across the capital programme.
  • Lead the programme support and administration teams providing core PMO services
  • Ensure effective management of project documentation, technical meeting administration, action tracking and programme records.
  • Lead, motivate and develop a multidisciplinary team.
  • Act as a trusted advisor to the Head of PMO and wider Asset Delivery leadership team.
  • Build strong relationships across Programme Delivery, Engineering, Commercial, Finance, Asset Planning, Regulation and Strategic Programmes, influence stakeholders at all levels to drive adoption of standards, controls and governance expectations.

 

What skills & qualifications you will need:

 

  • Significant experience in senior leadership in PMO, governance, assurance or quality management roles.
  • Experience of delivering governance and assurance within large investment programmes.
  • Proven leadership of multidisciplinary teams and managers.
  • Strong understanding of project, programme and portfolio management disciplines.
  • Experience developing and implementing quality management systems and governance frameworks.
  • Strong knowledge of assurance methodologies, audit processes and control environments.
  • Excellent stakeholder management and influencing skills.
  • Strong analytical and problem-solving capability.
  • Ability to communicate complex information to senior leadership audiences.

 

You will also benefit from having:

 

  • Experience within utilities, infrastructure, construction or other regulated industries.
  • Understanding of P3M3, MSP, PRINCE2, APM PMO or equivalent delivery frameworks.
  • Experience working within organisations managing portfolios exceeding £1bn.
  • Internal audit, assurance or quality qualifications.
