Programme Office Manager | Project Controls

 

Salary: Depending on Experience + Car/Car Allowance + Pension + 25 days holiday

 

Location: Working from home during Covid & thereafter Leeds with flexible/remote working arrangements

 

 

Purpose of The Role:

 

The overall purpose of the role is to provide senior programme management support and governance within Programme Delivery (Partnership for Yorkshire).

 

You will manage the evaluation of project time, cost and quality targets for a multi million pound construction programme, and the communication and monitoring of project governance controls in order to enable its successful delivery.

 

The role requires strong stakeholder management skills coupled with an in depth understanding and extensive experience of programme and project delivery. 

 

What will the role involve:

 

•            Lead the Project Controls service within the PMO by;

 

              Supporting the creation and maintenance of robust (integrated, end to end) detailed programme and project schedules to identify and track progress against outcomes, benefits and dependencies;

 

              Provide reporting on a regular and timely basis (in agreement with various Stakeholders) to demonstrate programme performance against Time, Cost and Quality measures;

 

              Taking ownership of the YW Project Planning tool cloud environment (currently Primavera P6);

 

              Providing a hands-on planning service to support the Project Management community;

 

              Working closely with the Commercial Risk and Performance Manager to highlight programme risk trends;

 

              Maintaining the levels of control criteria for plans/projects;

 

              Ensuring the provision of Programme and sub programme level commentary and understanding of the programme of activities and costs e.g Progress, Milestones & gateway performance, Risk, Issue Management, The impact of slippage

 

•            Manage periodic correlation of schedule, cost, quality and risk to drive expedient project delivery

 

•            Manage Project Controls processes and systems.

 

•            Coordinate business reporting taking ownership for its quality and robustness, providing periodic project progress updates to the Programme Assurance Manager and other stakeholders as required

 

•            Establish, communicate and enforce a robust RAID management, mitigation and escalation framework across the portfolio.

 

             

What skills are we looking for:

 

Essential:

 

•            Experience of delivering to time, cost and quality against challenging targets

 

•            Experienced people leader

 

•            Experience in a similar Programme Office Manager role.

 

•            Ability to influence individuals and ensure completion of activities

 

•            Experience of leading and embedding change, able to influence and drive right culture and behaviour

 

•            Experience within a Project Management or Project Controls role on infrastructure, construction or similar projects, preferably with a formal professional Project Management qualification.

 

•            Ability to manage stakeholders across the business at a variety of levels and across the partnership for Yorkshire

               

Desirable:

 

•            Previous experience of water utilities, other utilities or construction industry sectors

 

•            Knowledge of construction or major infrastructure projects (under NEC Form of Contract)
