Location: Buttershaw / Hybrid Working (2 days in the office a week – Bradford)
Work type: Permanent. 37 hours per week, Monday – Friday.
We have an exciting opportunity for a WINEP Regulatory Delivery Lead Advisor to join the Strategy & Regulation team at Yorkshire Water and be a part of helping Yorkshire Water to provide the best service to our customers. Could this be you?

You’ll play a key part in ensuring governance and assurance across our environmental processes!
Where you fit in:
As our Regulatory Delivery Lead Advisor, you will:
- Lead the development and implementation of WINEP governance processes within Yorkshire Water’s Integrated Management System (IMS), including RACI, training, and awareness.
- Act as the single point of contact for WINEP delivery guidance updates with the Environment Agency (EA), influencing local and national regulatory interpretation where appropriate.
- Own performance tracking and risk escalation across key WINEP governance areas:
- Programme alterations
- Temporary equipment deployment
- Nature-based and innovative solutions
- Schedule signoffs and ownership
- EA regulatory guidance and steer requirements
- Regulatory appeals
- Manage the WINEP Governance Group, ensuring updates, risks, and decisions are well-prepared and documented.
- Support public transparency by progressing the publication of WINEP delivery updates on the Yorkshire Water website.
- Ensure successful outcomes from the Water Quality Programme Board, including tracking decisions, actions, and escalations.
- Track and report WINEP delivery progress to the Strategy & Regulation Leadership Team, including risk management.
- Monitor and forecast progress against “Reasons for Not Achieving Good” environmental targets.
- Manage regulatory information requests on behalf of Strategic Planning teams, supporting delivery tracking and engagement across S&R, Asset Planning, and Delivery.
- Develop internal technical guidance to support smooth regulatory engagement.
- Prepare and communicate updates from internal and external regulatory meetings, including hub updates and Director-level escalations.
What skills & qualifications you will need:
- Experience in a regulated industry (water sector experience desirable)
- Strong communication, engagement, and influencing skills
- Skilled in business process mapping and improvement (e.g. Six Sigma or equivalent)
- Proficient in Microsoft Excel; Power BI experience desirable
- Self-motivated, resilient, and proactive
- Strong analytical skills with the ability to interpret complex data
- Degree in a relevant discipline or equivalent experience
- Ability to build and maintain effective internal and external relationships
- Knowledge of WINEP delivery processes and environmental regulation in the water industry
