Senior Regulatory Project Manager

Salary & Benefits : £50,900 -£63,000  per annum dependent on experience, a company car lease/allowance scheme, annual incentive related bonus (up to 10% of annual salary), private health care, attractive pension scheme (Up to 10% company contribution), life assurance cover of 4 times pensionable salary and 25 days annual leave plus bank holidays and a wellness day. Location:  Bradford/ Hybrid Working (a mix of office and home working)

Work type: Permanent. 37 hours per week, Monday – Friday between the working window of 8:00am-6:00pm. 

We have an exciting opportunity for a Senior Regulatory Project Manager to join the Strategy & Regulation function at Yorkshire Water.

Where you fit in – 

As Senior Regulatory Project Manager you will project manage activities required to enable legislation and regulation to be implemented within Yorkshire Water, such that Yorkshire Water is protected from any legislative risk.

You will ensure delivery of the activities which provide the wholesale business  with the appropriate structure, governance, policies, processes and operating systems to enable an effective wholesale Business Unit to operate in the market and to adapt to any further changes enabled by the Water Bill.

Regulatory projects combine within programmes which include implementation of legislative or regulatory change, or delivery of a product to the Regulator.  Currently these programmes cover Periodic Review submissions to Ofwat and Implementation of the Water Act.

You will manage a number of specific project outputs and provide project management support and advice to the Business Change Managers or Business Leads to ensure any business activity is fully planned, enacted and embedded.

You will – 

•    Plan and manage the delivery of regulatory and legislative projects including Price Review and Water Act.  You will have a good awareness of the regulatory and legislative framework generally, and the ability to understand the relevant part of the framework or the law specifically to be able to articulate the purpose to others and secure a successful outcome.  
•    Create and execute project work plans and revise as appropriate to meet changing requirements
•    Manage project managers and support development of the team. Also manage wider resources, in conjunction with functional managers, BU Sponsors and sub-contractors
•    Lead, scope and manage multiple projects ensuring projects are delivered to time, cost and quality.
•    Produce high quality reports indicating the key elements of a project in relation to ROI, risk, the irrefutable business case and implementation plan
•    Promote new ideas, innovation and thinking.  Drive new project opportunities derived from knowledge or learning gained through working with partners, contractors and suppliers
•    Manage day-to-day operational aspects of project and scope
•    Effectively manage project risk through mitigation planning
•    Prepares for engagement reviews and quality assurance procedures.
•    Ensures project documents are complete, current, and stored appropriately; through the appropriate governance process across the department
•    Represents Yorkshire Water for the external programme interface with Ofwat / Defra / EA / Market Operator and other companies as required.


What skills and qualifications you will need: 

•    Previous experience of managing programmes and projects with a proven track record of driving sustainable performance against challenging business targets.
•    Experience of business planning, resource and budget management.
•    Ability to develop and maintain effective external stakeholder and peer-group relationships to protect company reputation and influence nationally.
•    Ability to develop and maintain effective internal relationships to communicate and engage people at all levels to ensure successful implementation.
•    Experience of leading and embedding change, able to influence and drive right culture and behaviours.
•    Commercial awareness and experience of conflict resolution 
•    Understanding of the regulatory environment, the Water Act and the Competition Act. 
•    Experience of strategic thinking, establishing clear strategic direction and implementing plans to deliver.
•    Experience of compiling, assessment, interpretation and communication of data and information, including ability to clearly present key items and risks to senior managers and Board
•    Critical thinking and problem solving


The role will involve travel to different sites across Yorkshire, therefore you will need a UK driving licence with no more than 6 points.

We embrace a flexible working model, where our hybrid setup typically requires an average of two days in the office per week. This could be slightly more when collaborative efforts, training or meeting deadlines demand it. For those who prefer to work on-site, our office is open Monday-Friday during working hours.
