Location: Bradford / Hybrid Working (1-2 office days a week - Bradford)

 

Work type: Permanent. 37 hours per week, Monday - Friday.

 

We have an exciting opportunity for a Regulatory Policy Manager to join the Strategy & Regulation team at Yorkshire Water and be a part of helping Yorkshire Water to provide the best service to our customers. Could this be you?

Strategy & Regulation are a key part of how we plan to meet the changing expectations of customers and regulators. 

 

The purpose of the Regulatory Policy Manager role is to provide expert regulatory policy insight and analysis; help the business to develop its understanding of new regulatory requirements and opportunities; and respond to regulators to shape the implementation of policy.

 

The Regulatory Policy Manager will also provide information and guidance to business functions and senior leadership on competition matters. This will include both regulated markets and emergent markets, including new connections, new appointees (NAVs), business retail and water bidding.

 

Where you fit in:

 

As our Regulatory Policy Manager you will

 

  • Lead the production of regulatory submissions to the economic regulator. This will include consultation responses and calls for evidence.
  • Provide expert policy advice and analysis relating to regulatory consultations.
  • Lead and co-ordinate virtual teams of cross-business experts and stakeholders for key regulatory policy projects. Help business colleagues understand and assess impacts of changes to the regulatory framework, including support with benchmarking.
  • Influence and shape emerging policy by working closely with the business, including Corporate Affairs. 
  • Influence the industry level agenda by representing the company to Ofwat, through working groups and forums, as part of sector wide organisations such as Water UK and CCW.
  • Produce regular Board reports and communication materials on behalf of the Head of Regulation and/or the Director of Strategy & Regulation and attend and update governance groups as required - for example the Regulatory Issues Group and the Competition & Markets Committee.
  • Support the development of content and documentation for the Price Review for regulated markets and other themes relevant to subject expertise.
  • Engage and influence colleagues at all levels in important areas of the regulatory framework, promoting and improving awareness across the company of the regulatory framework and tools.
  • Scope and commission expert external consultancy, as required, to support the development of company positions and evidence to support robust regulatory submissions.

 

What skills & qualifications you will need:

 

  • Degree qualification or equivalent.
  • Experience and knowledge of regulatory frameworks and regulatory approaches used in UK, including incentives and competition.
  • Good analytical skills and ability to interpret the consequences of regulatory policy implementations and formulate business responses.
  • Excellent communication skills, with the ability to engage audiences of all levels and explain complex ideas and concepts effectively.
  • Excellent report writing skills to develop high quality content.
  • Good interpersonal skills and can develop and maintain effective internal and external relationships, including with senior stakeholders.
  • Ability to form and work collaboratively with virtual teams of experts and stakeholders, and within a matrix programme management environment.
  • Dependable and diligent in working to tight internal and external deadlines.

  • In depth knowledge of the issues facing the water sector in the UK and the regulatory horizons.
  • Experience of the role of markets and competition, behavioural or environmental economics.
  • Commercially astute and aware of the key regulatory and legal implications of competitive markets.
