Major Project DPC schemes are a key part of how we plan to meet the changing expectations of customers and regulators.
Yorkshire Water are seeking a Commercial Manager to lead the commercial, procurement and legal development of an exciting and challenging programme of major Strategic Resource Options (SROs) to enhance the long-term resilience and sustainability of water supplies in the YW area. The total value of these four major projects in excess of £2.5Bn, having executive level stakeholder engagement within both Yorkshire Water and Ofwat.
Where you fit in:
As our DPC Commercial Manager you will;
- Lead the development of the commercial and contracting arrangements across all 4 programmes, as part of the multidisciplinary programme team
- Responsible for the preparation of commercial and procurement materials and strategies, including confirmation of the procurement route (DPC or in house).
- Establish and lead market engagement events supporting the socialisation of YW DPC projects to the Infrastructure Finance market and suppliers.
- Lead the DPC commercial activities: Managing the preparation of documentation for regulatory submissions including RAPID gateway submissions and Ofwat DPC stages. Where necessary, coordinate inputs on SRO projects into Price Review, WRMP and other regulatory submissions.
- Lead the effective and efficient delivery of procurement competitions and strategic sourcing solutions to deliver savings and added value benefits.
- Be a member of the YW DPC Core leadership team driving YW DPC activities.
What skills & qualifications you will need:
- Proven experience as a Commercial Manager or commercial lead ideally through the development phase of major infrastructure projects with a good working knowledge of the regulatory environment.
- Thorough understanding of commercial and procurement strategies, management techniques and methods.
- Thorough understanding of the Regulatory environment and the aims of delivering DPC commercial and procurement strategies for the betterment of YW Customers.
- The Commercial Manager will ideally have previous experience of Ofwat and RAPID submissions and an understanding of the technical features of water resources projects.
- Outstanding leadership and organisational skills.
- Excellent communication skills and a proactive approach to problem solving.
You will also benefit from having:
- The Commercial Manager will ideally have previous experience of commercial and procurement strategies involving DPC or similar e.g. DBFO, PFI.
- Is a proven leader.
- Can deputise for the Head of DPC as required.
- Working understanding of the success criteria for Major capital programmes
