Location:  This role will initially be based at our Midway site in Buttershaw, Bradford but we’re moving our office to Leeds Valley Park in summer 2026, so you’ll be based there in the future.  Hybrid working (2-3 office a week, and travel across the region).

 


Work type: Permanent. 37 hours per week, Monday – Friday.

This role will lead the end‑to‑end delivery of the Continuous Water Quality Monitoring (CWQM) programme across storm overflows and wastewater treatment works, ensuring full compliance with Section 82 of the Environment Act 2021.  You will oversee the deployment of monitoring technology, site selection, operational management, data assurance, and the public visualisation of outputs in line with Defra technical guidance and interim standards.  The position also carries a key external‑facing responsibility, representing Yorkshire Water with regulators and industry bodies.

As our Continuous Water Quality Delivery Manager you will be accountable for:

 


•    Programme planning, phasing and budget management to ensure delivery of at least 736 sites by 2030.


•    Manage technical consultants to provide robust assurance on siting and technology decisions.


•    Oversee the delivery of an operations, maintenance and calibration programme to achieve the required outputs for Section 82 compliance.


•    Establish and maintain programme governance and assurance frameworks, including regulatory reporting processes.


•    Define and manage our operational response, driving the development of operational intelligence, and shaping processes for real‑time investigation and response.


•    Set strategic direction for the delivery of real‑time water quality reporting and data transparency.


•    Represent Yorkshire Water on external working groups—industry and regulator‑led—ensuring standards are met and aligned with wider sector expectations.


•    Help to shape our PR24 direction through  the development of associated investment costs and delivery strategies.

 

 


What skills & qualifications you will have:

 


•    Extensive experience in leading complex, high‑value programmes or strategic organisational initiatives.


•    Strong capability to design, implement, and oversee delivery frameworks that align with long‑term organisational objectives.


•    Exceptional stakeholder engagement skills, with the ability to influence, negotiate, and build credibility at executive and regulatory levels.


•    Proven expertise in establishing and managing robust governance, risk, and assurance structures across multifaceted programmes.


•    Demonstrated leadership in directing cross‑functional teams and managing relationships with external delivery partners.


•    Significant experience in financial and resource planning, ensuring the efficient allocation and optimisation of programme budgets.


•    Ability to distil and communicate complex, technical, and regulatory information clearly and confidently to diverse senior audiences.


•    Strong understanding of the environmental regulatory landscape, including its operational and strategic implications.


•    Excellent interpersonal communication abilities, with a professional presence and high degree of emotional intelligence.


•    Meticulous attention to detail paired with strong organisational discipline to maintain momentum across multiple workstreams.


•    A full, valid EU driving licence and access to a car.
