Senior Engineering Project Manager (MEICA)

 

 

Salary: Up to £50,000+ dependent on experience + car / car allowance + annual bonus + pension + 28 days holiday

Location: Based in Leeds with travel across Yorkshire region

 

Purpose of the role

 

To lead and directly project manage a team of project engineers and multi-discipline sub-contractors to carry out a planned programme of engineering contracts. The role will be responsible for controlling all aspects of a project falling within the scope or managed in line with the principles of the Construction Design Management (CDM) Regulations acting as Yorkshire Water’s Principal Designer as well as the financial projection and control of costs throughout the scheme.  The role includes the provision of expert engineering advice regarding the scope of contracted works.  Responsible for the production of detailed project progress reports, management of all sub-contractors, provision of contract documentation, financial control and the population of all asset data into corporate systems. The role will also represent Yorkshire Water at contract review meetings, contractual dispute and resolution and commissioning handover meetings in the role of a ‘Contract Manager’ for the assurance of delivery against contract specification.

 

 

Key Accountabilities

 

 

  • MEICA engineering project manager, responsible for project managing a planned programme of capital and revenue funded MEICA scopes of work
  • Provide management and technical guidance for compliance and implementation of the Construction Design Management (CDM) requirements for projects as appropriate acting as Principal Designer and managing the end to end design process.
  • Lead and manage the project teams to deliver excellent performance by setting clear expectations linked to business targets, having meaningful performance discussions that recognise and reward the right performance and behaviours and challenges where individual performance and behaviours do not meet expectations.
  • Act as the Appointed Person responsible for representing Yorkshire Water on Health & Safety matters covering all aspects of the Control of Work within designated projects. This will include the provision of technical advice, support and reporting on safety issues, investigations and recommendations regarding Health and Safety.
  • Drive excellent standards and performance in health and safety, risk management and control of work and ensure compliance with the YW Safety Policy.
  • Provide technical guidance and advice to project teams regarding MEICA and Civil engineering
  • Co-ordinate and control all contract documentation and financial reporting in line with the programme management plan.
  • Responsible for ensuring that all asset data, as-built drawings and technical documentation has been delivered/populated on corporate systems and is truly representative of the final delivered contract scope.
  • Working with the Maintenance Planning Team to provide information and collaboration during construction to ensure that a maintenance plan is in place at the time of commissioning and handover.
  • Working with the Maintenance Planning Team to support or direct project teams at commencement of contract to conduct HAZOP and FMEA studies for complex assets.
  • Proactively engage with the Business Support services for Procurement as their advisor and consultant providing support in creating technical contract specifications, tenders and the tendering process within the scope of their discipline. This includes the setting of technical KPIs and advising on the performance of contracts at periodic contract reviews.
  • Responsible for ensuring that projects comply with a Management of Change (MoC) process for all variations to contract or technical specification and that these are signed off by Asset Integrity.
  • Responsible for developing and maintaining key stakeholder relationships cross business and external
  • Provide coaching and mentoring to team members focusing on their short-term development goals (essential knowledge and skills) and the longer term future career development of individuals.  
  • Manage activities in order to ensure robust financial management and commercial awareness form the foundation of all business decisions in line with Yorkshire water strategy.
  • Pro-actively manage all expenditure and maintain a consistent focus on regular financial forecasts.

 

 

Knowledge and Skills Required

 

Essential:

 

  • Incorporated Engineer with relevant engineering based qualifications.
  • Significant, proven industry relevant engineering project management experience for contracts delivered in a regulated medium to large scale industrial/chemical process environment.
  • Experience of managing and leading a technical/engineering team with a proven track record of driving sustainable performance against challenging business targets.
  • Proven engineering project management experience covering NEC, EPC DBO type contracts.
  • Practical working knowledge and familiarity with operating projects in accordance with the CDM Regulations.
  • Working knowledge and use of MS Project Manager or another recognised PM software to project manage multiple contracts and scopes of work.
  • Able to demonstrate strong business planning, resource and budget management and ability to balance risk and value in all decisions.
  • Able to understand and practically discuss the relevant aspects of technical and process safety related activities and documentation ie; Engineering Risk Assessment/Safety Reviews, Functional Design Specifications, Process and Instrumentation Diagrams (P&IDs) and Electrical/Loop drawings, HAZOP, FMEA as they relate to the delivery of the contract specification.
  • Experience of and proficiency in the use of; Computer Maintenance Management Systems (CMMS, e.g. SAP)
  • Excellent written and verbal communication skills – including the ability to communicate complex technical concepts into more readily understood information suitable for a wider business audience, able to influence people across multifunctional teams throughout the business.
  • Proven ability to engage with customers internally and externally, developing and maintaining strong positive business relationships in order to understand their needs and recognise opportunities.
  • Experience of liaising with the Health & Safety Executive and the Environment Agency.
  • Demonstrate relentless drive, energy and determination to deliver sustainable outperformance for YW that rigorously achieves against demanding competitive industry benchmarks.
  • Clearly demonstrates the Yorkshire Water company values and behaviours.
  • Full valid EU driving license
  • Can demonstrate an understanding of water and wastewater equipment sizing and selection e.g. pumps, screens, blowers
  • Can make suggestions to or challenge water and wastewater equipment sizing and selection e.g. pumps, screens, blowers
  • Can make recommendations to or diagnose water and wastewater equipment sizing and selection e.g. pumps, screens, blowers

 

You will need to communicate results and deliver/explain/influence strategies to a broad range of colleagues, so you must have the ability to communicate effectively at multiple levels within the organisation using the full spectrum of techniques and resources available.

 

Site investigations and support are an essential component of this role, so you must have a

current valid driving licence and flexibility to travel across the Yorkshire region.

 

Desirable:

  • Professional member and/or qualification in Project Management (eg; PRINCE2, Six Sigma etc)
  • Asset management experience within a large-scale engineering or process related industry 
  • Experience of technical contract management, tender review and setting of technical KPIs.
  • Experience of acting in the role of an NEC Project Manager.
  • Previous experience gained within the water or waste water sectors or within the broader utilities, process or manufacturing industry sectors.
  • Experience of leading and embedding change, able to influence and drive right culture and behaviours.
  • Previous experience of ISO55000/PAS 55 Quality Assurance Systems
  • CITB SMSTS trained with valid card
  • Experience of driving sustainable performance against challenging business targets
  • Previous experience in a commercially orientated and / or regulated environment.
  • Has knowledge of the range of equipment within the Water Industry – including high pressure/temperature waste processing facilities, CHP and high voltage equipment
