Framework Manager

 

 

Salary: £42,000 to £58,000+ dependent on experience + annual bonus + car / car allowance + pension + 28 days holiday

Location: Livingstone House, Leeds with home working until April 2021 due to Covid

 

 

Purpose of the role

 

 

As our Framework Manager, you will be responsible for contract managing 30 strategic Yorkshire Water framework agreements plus ancillary frameworks and 200 supply chain supporting the delivery of a c. £300m annual capital programme ensuring robust contract management processes and procedures are developed to support internal and external parties to maximise the benefits of working collaboratively to outperform investment category outcomes.

 

 

Key Accountabilities

 

 

Some of the key responsibilities you will have will include but are not limited to:

 

 

Management

 

  • Manage the performance and behaviours of the team working in a matrix structure to support enterprise working within the guidelines and parameters of YW policies and procedures
  • Management responsibility for employees; partner and consultant resources directly contributing to the achievement of the commercial and contract management performance targets
  • Set challenging individual and team targets and monitor achievement to target, reporting on performance and variances to senior management as required
  • Actively plan and manage the operational capacity of team resource – ensuring available capacity is maximised and fully utilised

 

 

Procurement and Contract Management

 

  • Work as part of the team to deliver excellent performance by understanding how their individual performance links into achieving the team’s wider objectives
  • Responsible for providing contract management guidance and training to the business and Partners to ensure that business targets and objectives are met
  • Day to day management of Partner Framework Agreements working with them to ensure compliance with commitments
  • Collaborate with capital delivery teams to support the process of calling off contracts from Frameworks at a project and/or sub-programme level
  • Developing and maintaining a dynamic supply chain map to give full visibility of supply chain capacity and capability
  • Develop and maintain a Framework shared services collaboration protocol
  • Responsible for advising on the procurement of new services, works and supplies in compliance with public sector procurement legislation working closely with the YW procurement team
  • Working with the Risk and Performance Manager to develop and track the implementation of service improvement plans where underperformance triggers Framework contractual remedies
  • Support Steering Groups with framework management advice and guidance including advising on NEC contract strategy
  • Responsible for negotiating and implementing any variations to Framework Agreements including supplier insolvency impacts; changes in ownership and/or framework extensions
  • Negotiation, reporting and approval of consultant annual budgets
  • Day-to-day contract management of NEC4 PSC consultant contracts
  • Responsibility for the Contract Administration System

 

 

Knowledge and Skills Required

 

 

Essential:

 

  • Professional Qualification in Procurement and Supply Chain Management or relevant construction industry related qualification
  • Experience of understanding where your role fits within a business plan and then developing ways to deliver the outputs
  • Ability to develop and maintain effective internal and external relationships
  • Experience of supporting and embedding change, able to influence and drive the right culture and behaviours
  • Experience of Procurement, Contract Management and NEC contracts
  • Experience of Supplier Relationship Management
  • Experience of compiling, assessment, interpretation and communication of data

 

 

Desirable:

 

  • Experience of YW corporate software systems e.g. SAP Ariba
  • Experience of working in a regulated industry and regulatory reporting
  • Understanding of Project Management
  • Experience of public sector procurement
